The mountain bike rider was interviewed by police and released pending further inquiries.
Meanwhile, a truck driver who struck and killed a woman in Melbourne's west is unlikely to be charged, police say.
The woman was hit at the corner of Geelong Road and Barkly Street in Footscray about 7.50am (AEDT) on Wednesday.
Paramedics attempted CPR on the woman, but she died at the scene, an Ambulance Victoria spokeswoman said.
The truck driver was apparently turning right and had a green light when the woman was hit, police said.
A Victoria Police spokeswoman said the driver was unlikely to be charged because he did not break the law.
The identity of the woman is not yet known as she did not have any identification on her.
The woman's death takes Victoria's holiday road toll to 15. The annual road toll is 294, nine fewer than at the same time last year.
