The erroneous common assumption that all cyclist deaths and serious injuries are caused by motorist wrongdoing feeds a cyclist victim mentality, 

which does not address risk reduction nor a cyclist's duty of care to their own safety as well as to other road users.

Rather cyclists are victims of cycling participation/ 
behaviour change promotion which says 
jump on a bike, any kind of cycling more often, it doesn't matter how cyclists participate.

Clearly it does matter how people participate in cycling.

If Bicycle Victoria/ Bicycle Network Victoria/ Bicycle Network 

really aims to improve road conditions for all cyclists 
then they should stop promoting cycling in such a way that cyclists are resented 
and much more likely to be killed and seriously injured!
