Bicycle Victoria Cyclists Identification, Law Enforcement & Cycling Legitimacy Cycling Safety. Filibuster on Law Enforcement Capability

Bicycle Victoria’s doubletalk and erroneous advocacy punishes cyclists by keeping them in the dark and in harms way.



Bicycle Victoria, CEO, Harry Barber, has sought to confuse the issue of cyclists identification and law enforcement of the Road Rules for Cyclists by stating: 


“Better enforcement rather than better identification would solve the problem (of cyclists committing road offences).

The Bicycle Victoria CEO has never elaborated on his notion of "better enforcement" of cyclists traffic infringements by Victoria Police without compulsory cyclists identification.

Nor has Harry Barber expanded on what he meant by: 

“…proper policing of red light offences was needed”

Again, Harry Barber's notion of "proper" enforcement without 

identifiable cyclists nor identifiable bicycle vehicles.



These statements by Harry Barber appear to be just plain 


double-talk.

Especially given that Bicycle Victoria opposes the enforcement of the Road Rules for Cyclists, aka Cyclists’ Safety Regulations. arguing that law enforcement, traffic infringement penalties, 'punish' cyclists (?)

If the Bicycle Victoria CEO, Harry Barber really knows how Victoria Police can enforce the road rules for cyclists "better" with "proper policing" without compulsory cyclists identification, 

why does he not explain this to Victoria Police and the wider community?
Pray tell, Mr Barber? We're all ears!


The Victoria Police submission to Coroner Graeme Johnstone’s Inquest into the Death of James Gould noted that enforcement measures were used over the years “to combat the problem (of rogue cycling on Beach Road), 

however the measures largely failed due to the number of riders, lack of identification, both personal and vehicular, and non cooperation” 



“The cyclists do not carry identification…There is no requirement for registration of bicycles, which would provide a means of identification”  Cycling Problems Preparation Penalties
Bicycle Victoria also hypocritically lobbied to increase the penalty for not having a set of bike lights,

while it continues to oppose the enforcement on the roads of these and other cyclists’ safety regulations, 


arguing that law enforcement, traffic infringement penalties, 'punish' cyclists (?)


Yet Bicycle Victoria's own Report into Cycle Deaths in Victoria (2002) 

found that Cyclists who break the law are much more likely to be killed or seriously injured.

Really? You could enable Police to enforce the Law, Mr Barber?

That would encourage cyclists to believe that the Bike Lights Law, Road Rule 259 is an important law!

Cyclists don't believe the Road Rules are important, arguing that if they were important laws
they would be enforced!

Cyclists then argue that since the Road Rules are 'not important enough' to enforce, 

therefore Cyclists have the tacit approval of Society to break the road rules.

Bicycle Victoria's erroneous advocacy enabling reckless, illegitimate road usage, 


or, any kind of cycling more often, 


makes cyclists the resented, illegitimate, spoilt brats of the roads, Vigilante Acts Punish Cyclists


and keeps them as such. 


There must be public liability issues with the way Bicycle Victoria promotes cycling! Cyclists need to be Accountable  Hell Ride! How can CycleSport Victoria defend it?
