Route 33 Beach Road Might is Right? Bicycle Victoria proposal No Stopping Zones Beach Rd 6am-10am weekends Beach Road Bunch Cycling No Stopping Zones Negligence Community Safety

No Stopping Zones are not a cycling safety measure
"From 2003-07 only four cyclists were recorded running into a parked car on Beach Rd from 6-10am at weekends"

Marcel Lema, Beach Road Cyclists spokesman,

"Probably 80 to 90 per cent of cyclists that are on Beach Road today have a very low set of skills” Stateline 1/9/2006 http://www.abc.net.au/stateline/vic/content/2006/s1731063.htm

Bicycle Victoria spokesman Garry Brennan

“It’s often an inexperienced rider (crashing into parked cars) who may
have had a lapse of concentration or was distracted”

The Independent 28/10/08
CycleSport Victoria
"The evidence establishes that there can be difficulties, especially for inexperienced cyclists, in stopping safely when traffic lights turn red when they are riding in bunches."
CycleSport Victoria submission to State Coroner Johnstone 2007

Tell BAYSIDE Council ‘NO STOPPING ZONES are a ‘NO NO’
BUNCH-CYCLISTS REFUSE to LIMIT PACK SIZE for SAFETY, SPEED, COMPETENCE, TRAFFIC CONGESTION and STOPPING!!!
VITAL CYCLING SAFETY RESEARCH HAS BEEN PRE-EMPTED

“While there is anecdotal evidence that 30 is the maximum safe group size, research has not addressed the relationship between group size, speed, stopping distances and safety” Monash University Accident Research Centre (MUARC) Jan. 2009
NO STOPPING ZONES are THE PHONEY Solution
A TRAFFIC LANE RESERVED for BUNCH CYCLISTS!
‘NO STOPPING ZONES’ for BEACH ROAD 6am-10am Weekends

The Simple, Cost Effective SOLUTION is SINGLE FILE

Tell KINGSTON Council “DON’T DISENFRANCHISE YOUR BEACH ROAD RESIDENTS BY MEEKLY FOLLOWING BAYSIDE”
‘FOR CONSISTENCY’ WHILE BICYCLE VICTORIA HOPES FOR ‘THE QUINELLA’

REAL CYCLISTS DON’T RACE ON PUBLIC ROADS
THE PHONEY Solution:
“…ONE PER CENT of PARKING SPACES are being utilised at 6am and only TWO PER CENT by 10am, so any INCONVENIENCE TO MOTORISTS IS INFINITESIMAL…” Bicycle Victoria 25/9/08
· ALL BAYSIDE & KINGSTON BEACH ROAD RESIDENTS (AND THEIR VISITORS) WILL BE BANNED FROM STOPPING THEIR CAR OUTSIDE THEIR HOMES FOR AN EIGHT HOUR PERIOD WEEKENDS, 6am-10am Saturday and Sunday
· EVEN IF YOU ARE ONLY STOPPING TO LET SOMEONE OUT OF THE CAR.
‘WEEKEND WARRIORS’ PUT RAGE ON OUR ROADS!!!
“Our aim is to turn Beach Rd into the
WORLD’S PREMIER CYCLE TRAINING ROUTE—morning weekend
(NO STOPPING ZONES) are THE KEY” Bicycle Victoria 25/9/08
THE PHONEY Solution “GET OUT of the WAY!!!” MIGHT is RIGHT!!!

THE THIN EDGE OF THE WEDGE
"Other areas that have been and continue to be examined are
traffic light sequencing and positioning, roadside furniture,
clearways during peak cycling times (6:00am-10:00am weekdays)
and limiting heavy vehicles during peak cycling times."

"These matters, save as to traffic lights do not arise
directly as issues connected with the death of James Gould."
Submission to Coroner Johnstone by CycleSport Victoria
and the Amy Gillett Foundation

“The style of bunch rides has more in common with a race without the officialdom, than a single rider or a small group of recreational or commuter cyclists.” Monash University Accident Research Centre
Elderly Mentone pedestrian, James Gould, was killed 8.30am Saturday. To propose a 6am-10am No Stopping Zone period as a response to Mr Gould’s death is to GREEN-LIGHT THE RUNNING OF THE RED LIGHT. No Stopping Zones mean OPEN SLATHER!!!

VICTORIA WOULD NOT TOLERATE HOLDENS WITH FAULTY BRAKES AT TRAFFIC SIGNALS. THEY WOULD BE RECALLED!!!
AND THE PACK ARE CRYING WOLF AGAIN ON ROAD SAFETY!!!
· “80% of cyclist hospitalizations have nothing to do with motor vehicles, but are caused by cyclists falling off their bike” Bicycle Victoria Report into Cycle Deaths in Victoria (2002)http://www.theage.com.au/opinion/doing-your-bit-for-the-nation-can-really-hurt-20090717-do61.html
· “It’s often an inexperienced rider (crashing into parked cars) who may have had a lapse of concentration or was distracted” Bicycle Victoria spokesman Garry Brennan, The Independent 28/10/08
· “No formal training programs to develop bunch riding skills were found during this review… and there are no minimum requirements for cyclists to achieve before riding on the road in a bunch.” MUARC Jan. 2009
TRAINING CYCLISTS NEED TRAINING AT BUNCH CYCLING!!!
There are TOO MANY CHIEFS and NOT ENOUGH cyclists RIDING INDIAN FILE taking RESPONSIBILITY for their OWN SAFETY.
YOU MUST BE ‘FIT TO RIDE’ BEFORE YOU RIDE FOR HEALTH & FITNESS.
· Victoria needs a systematic approach to reducing cycle death and injury.
· To do this, Victoria MUST RECORD CAUSALITY of On Road/ Off Road Cycle Deaths and Injury. CAUSALITY MUST BE RECORDED IN HOSPITAL ADMISSION DATA AND EMERGENCY DEPARTMENT PRESENTATION DATA
· We do NOT KNOW the CAUSALITY of SDMH EMERGENCY Department ‘CYCLING RELATED INJURIES’ Stats, nor WHERE THEY CRASHED?
THE BIKE LOBBIES HAVE ‘JUMPED THE GUN’ ON
MONASH UNIVERSITY ACCIDENT RESEARCH CENTRE
RESEARCH RECOMMENDATIONS
· Experimental work to determine characteristics of a safe bunch including maximum length of group, riding speeds and how the group interacts with other road users
· Investigate ways to penalise unlawful behaviour within a group
· Trial and evaluate a range of deterrent interventions (education and enforcement, including applying hoon legislation)
· Surveys and focus group sessions are recommended to understand current attitudes and motivations of bunch riders and other cyclist groups
(If you say you are a ‘law-abiding rider’ yet refuse to be accountable to the
road laws, won’t put your name to your bike, then why should we believe you?)
